County of Fresno Invites Public Input as Part of General Plan Review/Revision and Zoning Ordinance Update Process


Fresno County is undertaking a review and revision of its General Plan documents and preparing a comprehensive update of its Zoning Ordinance. The purpose of the review and revision process is to examine goals, policies and implementation programs of all elements of the General Plan to reflect changed conditions and priorities, and to make appropriate revisions.

The Zoning Ordinance, which implements the General Plan, is being comprehensively updated concurrently with the General Plan review process to address specific regulations for implementing new Plan programs aimed at addressing State laws affecting the Plan.

In addition, the County will be preparing a Program Environmental Impact Report pursuant to the California Environmental Quality Act (CEQA) to assess potential environmental impacts associated with the General Plan Review and Revision and Zoning Ordinance Update.

Community meetings to receive public input on this process have been scheduled for each County Supervisorial District from 6:00 PM – 7:30 PM on the following dates at the following locations:

There have been amendments to various elements of the General Plan since its adoption in 2000; however, the Plan has not been comprehensively reviewed since October of 2000.

Similarly, the Zoning Ordinance was last adopted in 1960 and has been amended (text and map) many times, but it has not been comprehensively reviewed and updated since it was last adopted.

The plan review process will reflect compliance with the laws affecting the plan. General Plan policies and programs that have been either implemented or are no longer applicable may be removed, and conversely, policies and programs may be added to address priorities of the Board of Supervisors.

The review process will also reformat the General Plan and enhance its graphics to make the General Plan more user-friendly. The County’s current fundamental goals, policies and implementation programs for directing growth to the existing 15 cities and unincorporated communities and protecting unincorporated agricultural lands and other natural resources will remain in effect, as they have been for past decades. The revised Plan does not propose any new growth areas or land use designation or zoning that would accommodate new, additional growth in the unincorporated areas of Fresno County.

The comprehensive update of the Zoning Ordinance involves reformatting the document by utilizing tables, charts and graphics to make the Ordinance more user-friendly. The update does not involve changing current zoning of any areas within the unincorporated County.
